Oyster Stew

1/4 cup butter
3 Tbsp. flour
1/8 tsp. white pepper
1 pint fresh Oysters
2 cups milk
2 cups Half and Half
1 tsp. salt
Oyster crackers

Melt butter in heavy saucepan, blend flour and pepper until smooth. Add Oysters with juice; simmer until edges of Oysters curl (3-4 minutes). Stir in milk and Half and Half. Bring to boil, stirring constantly. Add salt. Ladle into preheated bowls and sprinkle with Oyster crackers.
